To announce ETA Region 1's 2010 State Workforce Agencies’ Financial Managers Roundtable to be held the 14th and 15th of September 2010 in Providence, Rhode Island.

The purpose of the roundtable is to provide Region 1 states and territories with a forum to discuss administrative and financial issues facing grantees so as to promote the exchange of ideas and collaboration between states. DOL Regional and National Office staff s will provide seminar presentations and discussion points in the areas of Federal administrative and financial management including DOL ETA updates.

The target audience for the roundtable are state financial managers and senior financial staff.

Rhode Island One of Nine States Selected for Regression Adjustment Performance Model Pilot Project

Rhode Island was one of nine volunteer states selected by The U.S. Department of Labor, Employment and Training Administration (ETA) selected to participate in the Regression Adjustment Performance Model pilot project. ETA's Training and Employment Notice (TEN) 48-09 sought volunteer states to participate in the pilot project for adjusting performance targets for Workforce Investment Act (WIA) title I programs. The pilot project extends the regression adjustment model for setting targets from the national level to states and local Workforce Investment Boards (WIB). The project will allow the pilot states to examine the regression model, provide input to improve it, and address implementation issues.

A Sucess Story

It’s great to hear a success story and our system has a lot to share.  When I heard this particular dislocated worker story from a National Emergency Grant that was awarded to New Hampshire, I knew I had to post it.  We all need to hear a success story every now and again to remind us that it’s not all bad news out there and that we, the workforce system, are doing great things: in New Hampshire where they are helping folks that had been laid off from the manufacturing industry get jobs.  This is a quick little story about a skilled individual laid off from a company learning that his skills are no longer in demand. 

 

So, without further adieu we begin with....Once upon a time, actually once upon a recent time, there was a man permanently laid off at the age of 58.  He had been with the company for 16 years and despite his best efforts was unable to find employment.  He did his best job searching for almost a full year but had no luck, so he decided to enroll with New Hampshire Department of Resources and Economic Development (DRED), aka, the Workforce Investment Act partner.  Understandably so, the man was despondent and discouraged.  NH DRED staff began to work with him on his resume.  He was resistant at first; he had not had to look for work in quite some time and could not understand the need to change what had always worked for him.  Each time he came back with the revised resume, NH DRED staff reviewed it and to his credit, he kept at it until finally he had a working resume. 

 

His skills in silk screening were not in demand and he was interested in learning soldering.  After exploring the local job market and also exploring ONET he realized this would not be a good, long term decision.  The local market did not have many full time/permanent soldering jobs and the number of job openings was projected to decrease over the next 10 years.  The more research he did the more he realized he was not looking in the right areas for work.  NH DRED staff suggested that his best chance to find employment was to increase his networking, including his wife, family and friends. Staff worked with him to take the resume created and revise and target it for each employer.  Staff worked with him to discuss the need to get contact names at the various companies that were hiring.  In a relatively short period of time he was able to get a job lead from a friend which led to full time, permanent employment as a Quality Control Inspector with full medical benefits, at a salary of $17.79 per hour, $4/hr more than his previous work!

 

So, moral of the story is…keep at it job seekers, be willing to try new things AND keep at it workforce system you’re doing a great job.
